I find your comments agreeable.  Perhaps we miscommunicated.  I do not think that Governor Huntsman or many are going to be advocating for mandatory full day kindergarten for all.  Rather, I believe there may be and should be serious discussion for ESL students, perhaps for many deprived students whose parent (often single) is not at home anyway, but working all day.  This child often spends their time with the TV as baby-sitter, and in such cases as these (as you yourself suggest) the idea may make a lot more sense and be very well cost-effective.
