What bothered me about the agenda description was the legislative posturing (both before and after the meeting) suggesting a non-threatening, neutral discussion the Board should be at ease attending, while the agenda wording suggested a decision had already been made. One might choose to chalk it up to haste on the part of some staffer, but if legislators wish to accuse the Board of stifling discussion, perhaps there is some blame to share.

Regarding the way the agenda item was phrased, I believe it was revised to just include the AG's office after we were informed that the State Office refused to attend. I didn't keep my first agenda, and I can't find it on line. So, I'm not sure about that, but that is my recollection.

Thanks for the examination of the issue, Tom. You may not be a lawyer, but perhaps you ought to be. I, for one, appreciate your frequent and thoughtful investigation.
