Great work on making all of this more clear.

I agree with the basic conclusion of BOTH these posts but there is another nagging issue that really bothers me. 

The AG appears to believe that the simple fact that HE said the second bill was valid  made it (albeit for a short time) the LAW. He thinks that as legal council to the board he has authority OVER the board. 

People often do not do what their lawyer suggests to them. Did you find any evidence that the AG can (under any circumstances) tell the board what they MUST do? That would be a big problem because I could imagine some rogue AG going wild through state agencies forcing people to do hiw or her bidding.</description>
